Cabinet is expected to decide on Monday whether to spend $500,000 towards North Melbourne playing two games a year at Bellerive Oval.
A group of northern elected representatives gathered yesterday to criticise the proposal, raising concerns that having two teams in the state would be unsustainable.
Mr Dean says the state cannot afford to spend the money.
"The Legislative Council can block a budget."
"I don't think it's ever happened before but it can. Of course getting enough support will be difficult but it's certainly a course of action I would consider on all of the evidence I get," Mr Dean said.
